Why can’t I make a cell phone call?

Assuming that your phone is working properly, if you can’t make a cell phone call, either there is no cell signal in your location or the cell signal you are receiving is below a usable level. You need to have a minimum level of cell signal in your location before your cell phone will operate as expected.

Cell signal strength fluctuates not only as you move around, but also as use load on the local cell tower increases and decreases. Because of fluctuating tower use load, there may be times of the day where you can make a call and other times you can’t, even from the same location.
