Are cell signal boosters NDAA 889 compliant?

What is NDAA 889?
The John S. McCain National Defense Authorization Act for Fiscal Year 2019 was passed by Congress and signed into law in the summer of 2018.
Section 889(a)(1)(A) of the legislation prohibits the US federal government from procuring or obtaining telecommunications equipment that uses components manufactured by five specific China-based firms or any of their subsidiaries or affiliates.
Section 889(a)(1)(B) prohibits the US federal government from entering into, or extending or renewing, a contract with an entity that uses such equipment.
